El presidente de la Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo (CDHEH), Alejandro Habib Nicol\u00e1s, inform\u00f3 que este organismo emiti\u00f3 la Recomendaci\u00f3n Espec\u00edfica R-VG-0002-21<\/strong> dirigida al Comisario de la Agencia de Seguridad del Estado de Hidalgo.<\/h4>

\u00a0<\/h4>

En conferencia de prensa a trav\u00e9s de la plataforma zoom, el ombudsperson explic\u00f3 que dicha Recomendaci\u00f3n se emite derivada del expediente CDHEH-VG-0595-21 donde se acredit\u00f3 violaci\u00f3n al Derecho a no ser sometido al uso desproporcionado o indebido de la fuerza p\u00fablica.\u00a0<\/h4>

\u00a0<\/h4>

Lo anterior, con relaci\u00f3n a los hechos ocurridos el pasado uno de junio del presente a\u00f1o, donde se suscit\u00f3 un enfrentamiento entre elementos de la Agencia de Seguridad del Estado de Hidalgo y pobladores de la comunidad de Xuchitl\u00e1n, municipio de San Salvador, afuera de palacio de gobierno, teniendo como resultado una persona herida de gravedad.<\/h4>

\u00a0<\/h4>

En tal virtud, la CDHEH emite la Recomendaci\u00f3n Espec\u00edfica R-VG-0002-21<\/strong>, cuyos puntos recomendados son:<\/h4>

\u00a0<\/strong><\/h4>

1.-<\/strong> Se instaure Procedimiento de Investigaci\u00f3n Administrativa ante la Comisi\u00f3n de Honor y Justicia de la Secretar\u00eda de Seguridad P\u00fablica del Estado de Hidalgo, a los servidores p\u00fablicos J. M. B. C. y A. B. R.<\/h4>

\u00a0<\/h4>

2.-<\/strong> Como medida de no repetici\u00f3n, capacitaci\u00f3n y evaluaci\u00f3n a los funcionarios encargados de hacer cumplir la ley en los temas del uso de la fuerza, respecto al adecuado uso de armas no letales (sustancias t\u00f3xicas, gases lacrim\u00f3genos, multilanzadores), autodefensa, sometimiento, aseguramiento, persuasi\u00f3n, control de multitudes; y que adem\u00e1s se impartan nociones b\u00e1sicas de Derechos Humanos.<\/h4>

3.-<\/strong> Pago de la reparaci\u00f3n integral del da\u00f1o, por la vulneraci\u00f3n a derechos humanos a la v\u00edctima L. H. R.<\/h4>

4.-<\/strong> Oficio de intervenci\u00f3n al Procurador General de Justicia en el Estado de Hidalgo, para la continuaci\u00f3n con la integraci\u00f3n de las carpetas de investigaci\u00f3n respectivas, y en caso de ser judicializadas se realicen las acciones que procuren el acompa\u00f1amiento debido a la v\u00edctimas directas e indirectas.<\/h4>
