En conferencia de prensa virtual, el presidente de la Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo (CDHEH), Alejandro Habib Nicol\u00e1s, inform\u00f3 que este organismo emiti\u00f3 la Recomendaci\u00f3n N\u00famero R-IXM-0001-21, con perspectiva de g\u00e9nero y control de convencionalidad, dirigida al presidente municipal constitucional de Zimap\u00e1n, A. R. V.<\/h4>

\u00a0<\/p>

Lo anterior, derivado del expediente CDHEH-VG-1442-20 donde se acredit\u00f3 violaci\u00f3n a los derechos humanos: Derecho a no ser discriminado.<\/h4>

\u00a0<\/p>

El ombudsperson hidalguense explic\u00f3 que, la entonces Secretaria General del Tribunal Electoral del Estado de Hidalgo, remiti\u00f3 a esta Comisi\u00f3n copias certificadas del expediente TEEH-JDC-059\/2020, en el cual inform\u00f3 que la persona por iniciales M. X. G. C. interpuso ante ese Tribunal una demanda en la que reclam\u00f3 violencia pol\u00edtica en raz\u00f3n de g\u00e9nero perpetrada en su contra por la persona con iniciales E. M. R. V., entonces presidente municipal constitucional de Zimap\u00e1n, para que este organismo interviniera de acuerdo a sus facultades en el asunto de referencia.<\/h4>

\u00a0<\/p>

En la integraci\u00f3n de la Reclamaci\u00f3n, esta Comisi\u00f3n de Derechos Humanos acredit\u00f3 que la ahora autoridad responsable cometi\u00f3 actos de discriminaci\u00f3n en agravio de la persona con iniciales M.X.G.C.<\/h4>

\u00a0<\/p>

Con base en que esta Comisi\u00f3n resulta competente para conocer de los actos de discriminaci\u00f3n independientemente de que se haya o no cometido violencia pol\u00edtica de g\u00e9nero que vendr\u00eda a ser un supuesto distinto, es por lo que se continu\u00f3 con la investigaci\u00f3n correspondiente.<\/h4>

\u00a0<\/p>

En tal virtud, se emite la Recomendaci\u00f3n N\u00famero R-IXM-0001-21, cuyos puntos recomendados son:<\/h4>

\u00a0<\/p>

PRIMERO. – Que la autoridad responsable con iniciales E. M. R. V. ofrezca una disculpa a la reclamante con iniciales M. X. G. C., la cual deber\u00e1 de ser presencial, en un espacio p\u00fablico y ante medios de comunicaci\u00f3n, por los actos de discriminaci\u00f3n realizados en su contra, en un lapso no mayor a treinta d\u00edas naturales a partir de la notificaci\u00f3n de la presente.\u00a0\u00a0\u00a0 \u00a0<\/h4>

\u00a0<\/p>

SEGUNDO.- Ordenar a quien corresponda, a efecto de que se inicie una investigaci\u00f3n en el \u00d3rgano Interno de Control Municipal del H. Ayuntamiento de Zimap\u00e1n, en contra de la autoridad responsable con iniciales E. M. R. V., entonces mandatario municipal, para determinar en su caso, la procedencia del inicio de los procedimientos legales respectivos por los hechos en que pudo haber incurrido en relaci\u00f3n a lo aqu\u00ed expuesto y de ser el caso, en su momento, le sean impuestas las sanciones a que se hubiere hecho acreedor.<\/h4>

\u00a0<\/p>

TERCERO. – Verificar que la agraviada con iniciales M. X. G. C. contin\u00fae recibiendo atenci\u00f3n profesional en materia de psicolog\u00eda por parte del Instituto Estatal de las Mujeres, hasta en tanto queden resarcidos los da\u00f1os causados hacia su persona por los actos de discriminaci\u00f3n recibidos en su contra.<\/h4>

\u00a0<\/p>

CUARTO.- Con la finalidad de garantizar las medidas de No Repetici\u00f3n de las conductas se\u00f1aladas como discriminatorias y que menoscaban el orden social democr\u00e1tico y la cultura de la paz, se recomienda a la autoridad responsable con iniciales E. M. R. V., entonces Presidente Municipal Constitucional de Zimap\u00e1n Hidalgo, para que en un per\u00edodo no mayor a treinta d\u00edas naturales a partir de la notificaci\u00f3n de la presente, reciba capacitaci\u00f3n en materia del derecho a la no discriminaci\u00f3n, para lo cual queda a sus \u00f3rdenes la Secretar\u00eda Ejecutiva de esta Comisi\u00f3n.<\/h4>

\u00a0<\/p>

QUINTO. – Impartir capacitaci\u00f3n al personal que conforma esa Presidencia Municipal de Zimap\u00e1n Hidalgo a su digno cargo, en materia del derecho a la no discriminaci\u00f3n, para lo cual queda a sus \u00f3rdenes la Secretar\u00eda Ejecutiva de esta Comisi\u00f3n, a trav\u00e9s de la Visitadur\u00eda Regional de Ixmiquilpan.<\/h4>
