Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo (CDHEH), Alejandro Habib Nicol\u00e1s, dio a conocer que este organismo emiti\u00f3 la Recomendaci\u00f3n General N\u00famero RG-001-21 sobre el Sistema de Retenci\u00f3n Municipal o Barandillas, la cual est\u00e1 dirigida a los 82 ayuntamientos y dos concejos municipales.<\/h4><p>\u00a0<\/p><h4>El ombudsperson hidalguense explic\u00f3 que, dicha Recomendaci\u00f3n General tiene la finalidad de prevenir la recurrencia en la violaci\u00f3n de derechos humanos, e implementar las medidas necesarias para corregir las situaciones que los propiciaron respecto al estado que guarda el Sistema de Retenci\u00f3n Municipal o Barandillas en la entidad.<\/h4><p>\u00a0<\/p><h4>La RG-001-21 se basa en los resultados obtenidos en los Diagn\u00f3sticos de Retenci\u00f3n Municipal o Barandilla que ha desarrollado este organismo a lo largo de su historia, teniendo como la primera referencia hist\u00f3rica el Diagnostico de las \u00c1reas de Retenci\u00f3n Municipal (Barandillas) Segundo Semestre 2014.<\/h4><p>\u00a0<\/p><h4>Adem\u00e1s, de los datos arrojados en el Informe Especial de la Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo, Sistema Penitenciario y Barandilla 2020 &#8211; p\u00e1ginas 161 a 189 &#8211; aunado a las observaciones y an\u00e1lisis realizados para la presente.<\/h4><p>\u00a0<\/p><h4>Habib Nicol\u00e1s, enfatiz\u00f3 que la Recomendaci\u00f3n General se emite por los derechos vulnerados, como son: Derecho a la Legalidad y Seguridad Jur\u00eddica, Derecho a una Estancia Digna, Derecho a la Protecci\u00f3n de la Integridad F\u00edsica y Psicol\u00f3gica, Derecho a una Valoraci\u00f3n M\u00e9dica, Derecho a No Ser Sujeto de Incomunicaci\u00f3n, Derecho a tener Comunicaci\u00f3n con el Exterior, Derecho al Mantenimiento del Orden y Derecho al R\u00e9gimen de Visitas.<\/h4><p>\u00a0<\/p><h4>La presente Recomendaci\u00f3n General N\u00famero
