El presidente de la Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo (CDHEH), Alejandro Habib Nicol\u00e1s, inform\u00f3 que este organismo emiti\u00f3 la Recomendaci\u00f3n R-VG-0003-20<\/strong> dirigida a los concejos municipales de Huasca de Ocampo, Acatl\u00e1n, Omitl\u00e1n de Ju\u00e1rez y Mineral del Monte, as\u00ed como a la Agencia de Seguridad de la entidad.<\/h4>

\u00a0<\/p>

En conferencia de prensa a trav\u00e9s de la plataforma Zoom, el ombudsperson manifest\u00f3 que se violaron el Derecho a preservar la vida humana y el Derecho a la suficiente protecci\u00f3n de personas.<\/h4>

\u00a0<\/p>

Dicha Recomendaci\u00f3n se deriva de la queja CDHEH-VG-1528-19, la cual se inici\u00f3 de oficio por una nota period\u00edstica, donde se narr\u00f3 que G.P.M. perdi\u00f3 la vida al estar bajo resguardo de elementos de polic\u00eda adscritos a las Direcciones de Seguridad P\u00fablica y Tr\u00e1nsito Municipal de Huasca de Ocampo, Acatl\u00e1n, Omitl\u00e1n de Ju\u00e1rez y Mineral del Monte, as\u00ed como elementos de la Agencia de Seguridad del Estado.<\/h4>

\u00a0<\/p>

Posteriormente, la queja fue ratificada por su esposa e hija. Adem\u00e1s, en agravio de su hijo B.P.E., menor de edad.<\/h4>

\u00a0<\/p>

Los hechos ocurrieron el 19 de mayo del 2019, cuando se llev\u00f3 a cabo un rodeo baile en la comunidad de Ahuacatitla, municipio de Huasca de Ocampo, lugar donde acudieron elementos de las corporaciones policiacas de Acatl\u00e1n, Omitl\u00e1n de Ju\u00e1rez y Mineral del Monte, as\u00ed como elementos de la Agencia de Seguridad del Estado de Hidalgo, en apoyo a la vigilancia del evento.<\/h4>

\u00a0<\/p>

Durante el desarrollo del baile polic\u00edas de Huasca de Ocampo detuvieron al menor de iniciales B.P.E., hijo del hoy occiso, porque al parecer portaba un arma de fuego, \u00e9ste al ver que lo llevaban detenido se acerc\u00f3 para preguntar el motivo, ofreci\u00e9ndose a acompa\u00f1arlo en la patrulla, a lo que los elementos policiacos accedieron y lo subieron junto con su menor hijo a la batea de una camioneta patrulla de Huasca de Ocampo, traslad\u00e1ndolos a la comandancia.<\/h4>

\u00a0<\/p>

Al llegar al lugar, los polic\u00edas s\u00f3lo ingresaron al menor y al hoy occiso lo dejaron sentado en una banca que se encuentra afuera de \u00e9sta.<\/h4>

\u00a0<\/p>

\u00a0<\/p>

En el momento que familiares del hoy occiso (esposa e hija) arribaron a la comandancia, se percataron de que su familiar presentaba un golpe en la cabeza, y se encontraba mal de salud, ya que seg\u00fan su dicho, no reaccionaba, por lo que pidieron inmediato auxilio a los elementos policiacos, y estos a su vez solicitaron el apoyo de protecci\u00f3n civil traslad\u00e1ndolo en una ambulancia junto con su hija al Hospital General de Pachuca, donde les notificaron que hab\u00eda llegado sin signos vitales.<\/h4>

\u00a0<\/p>

Cabe destacar que, obra en el expediente, el testimonio de personas que manifestaron que al hoy occiso lo aventaron y que cay\u00f3 de cabeza en la camioneta. Aunque de los informes que rindieron las autoridades responsables no se determina quien lo hizo.<\/h4>

\u00a0<\/p>

Por lo anterior, la CDHEH emite los siguientes puntos recomendatorios:<\/h4>

\u00a0<\/strong><\/p>

PRIMERO. – <\/strong>Que se inicie procedimiento administrativo a los trece elementos involucrados en los hechos narrados.<\/h4>

\u00a0<\/p>

SEGUNDO. – <\/strong>Asegurar el cumplimiento de la reparaci\u00f3n integral del da\u00f1o.<\/h4>

\u00a0<\/strong><\/p>

TERCERO. – <\/strong>Garantizar la no repetici\u00f3n de hechos similares y que se dise\u00f1en medidas que erradiquen la pr\u00e1ctica de golpear o maltratar a las personas detenidas.<\/h4>

\u00a0<\/strong><\/p>

CUARTO. – <\/strong>Que los cuerpos de seguridad p\u00fablica municipal y estatales ajusten su actuar a las disposiciones legales invocadas en el contenido de la presente recomendaci\u00f3n.<\/h4>

\u00a0<\/p>

QUINTO. – <\/strong>Se girar\u00e1n oficios al Procurador General de Justicia del Estado y al Titular de la Fiscal\u00eda Especializada en Delitos de Corrupci\u00f3n, de la misma Procuradur\u00eda, para que se contin\u00fae con la debida integraci\u00f3n de las carpetas de investigaci\u00f3n iniciadas por los hechos hasta su total esclarecimiento.<\/h4>
