En el marco de la celebraci\u00f3n del 27 Aniversario de la Comisi\u00f3n Estatal de Derechos Humanos de Tlaxcala (CEDHT), el presidente de la Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo (CDHEH), en su car\u00e1cter de vicepresidente de la Zona Este de la Federaci\u00f3n Mexicana de Organismos P\u00fablicos de Derechos Humanos (FMOPDH), Alejandro Habib Nicol\u00e1s, imparti\u00f3 la ponencia \u201cLos derechos humanos y su protecci\u00f3n constitucional\u201d.<\/h4>

\u00a0<\/p>

Acompa\u00f1ado del ombudsperson de Tlaxcala, Victor Manuel Cid del Prado Pineda, Habib Nicol\u00e1s explic\u00f3 que, en 2011 la reforma constitucional coloc\u00f3 a los derechos humanos en el art\u00edculo primero y al darle esa virtud de protecci\u00f3n, todas las autoridades tienen la obligaci\u00f3n de promover, respetar, proteger y garantizar los derechos humanos, lo que represent\u00f3 un gran paso en nuestro pa\u00eds.<\/h4>

\u00a0<\/p>

Resalt\u00f3 que, dicha reforma constitucional incorpor\u00f3 el principio de progresividad lo que significa que \u201cToda aquella conquista, todo aquel avance que se tenga en materia de derechos humanos es ben\u00e9fico, nunca hacia atr\u00e1s\u201d, es decir, cuando ya se logr\u00f3 un avance ning\u00fan ordenamiento podr\u00e1 restringirlo, limitarlo o retrocederlo.<\/h4>

\u00a0<\/p>

Lo anterior, permiti\u00f3 que la persona quedara en primer lugar, destacando \u201cel principio ProPersonae\u201d, <\/em>lo que permite que cualquier autoridad al momento de atender o resolver un asunto tiene que analizarlo de la manera m\u00e1s ben\u00e9fica para el individuo.<\/h4>

\u00a0<\/p>

Tras exponer algunas de las recomendaciones emitidas por esta Comisi\u00f3n, el ombudsperson de Hidalgo, puntualiz\u00f3 que, si bien no se puede evitar que se vulneren los derechos humanos, s\u00ed se puede impedir que se repita, adem\u00e1s que exista una reparaci\u00f3n integral. Asimismo, explic\u00f3 ejemplos de control difuso de constitucionalidad y el principio de convencionalidad.<\/h4>

\u00a0<\/p>

El presidente de la CDHEH y vicepresidente de la Zona Este FMOPDH, fungi\u00f3 como testigo de honor en la firma del convenio de colaboraci\u00f3n entre la Comisi\u00f3n Estatal de Derechos Humanos de Tlaxcala (CEDHT) y el Tribunal Superior de Justicia de esa entidad (TSJT).<\/h4>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"
