\u00a0<\/strong><\/p>

En conferencia de prensa, el Presidente de la Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo (CDHEH), Alejandro Habib Nicol\u00e1s, inform\u00f3 que este organismo emiti\u00f3 la Recomendaci\u00f3n R-VG-003-19 <\/strong>dirigida al Procurador General de Justicia en el Estado y la Coordinadora General del Centro de Justicia para Mujeres de la entidad.<\/h4>

\u00a0<\/p>

La queja CDHEH-VG-3059-17 fue interpuesta por la hija de la v\u00edctima \u00a0quien falleci\u00f3 derivado de las agresiones que le caus\u00f3 su hijo, de igual forma se comprob\u00f3 que los servidores p\u00fablicos involucrados omitieron dictar las medidas de protecci\u00f3n necesarias, id\u00f3neas y suficientes, en aras de la afectaci\u00f3n psicol\u00f3gica y f\u00edsica que present\u00f3 la agraviada, ya que, en forma reiterada fue objeto de maltrato por parte de su agresor, habi\u00e9ndose iniciado cuatro carpetas de investigaci\u00f3n con motivo de \u00e9stas.<\/h4>

\u00a0<\/p>

El ombudsperson hidalguense destac\u00f3 que, de conformidad con el an\u00e1lisis de las actuaciones que se integraron en la queja deriv\u00f3 la presente resoluci\u00f3n, dirigida al Procurador General de Justicia en el Estado<\/strong>, en donde se le recomienda:<\/h4>

\u00a0<\/p>

PRIMERO. –<\/strong> Iniciar el procedimiento de Responsabilidades Administrativas y carpetas de investigaci\u00f3n correspondientes, con los argumentos y pruebas que sirvieron a esta Comisi\u00f3n como medios de convicci\u00f3n para la emisi\u00f3n de la presente Recomendaci\u00f3n en contra de las autoridades involucradas por la violaci\u00f3n a los derechos humanos de la v\u00edctima.<\/h4>

\u00a0<\/strong><\/p>

SEGUNDO: <\/strong>Dar cumplimiento a la reparaci\u00f3n integral del da\u00f1o a las v\u00edctimas indirectas.<\/h4>

\u00a0<\/p>

TERCERO: <\/strong>Instruir por escrito al personal encargado de la Procuraci\u00f3n de Justicia asignado al Centro de Justicia para Mujeres para que en el desempe\u00f1o de sus funciones se apeguen a las disposiciones jur\u00eddicas de car\u00e1cter nacional e internacional que previenen, proh\u00edben y sancionan la comisi\u00f3n de todo acto de violencia en contra de las mujeres.<\/h4>

\u00a0<\/strong><\/p>

CUARTO:<\/strong> Realizar a la brevedad reuniones de trabajo con el personal de Procuraci\u00f3n de Justicia, adscrito al Centro de Justicia para Mujeres, para analizar el tratamiento y procedimiento a seguir en cada uno de los delitos que las mujeres denuncian en dicho Centro, para estandarizar con bases legales el proceder del citado personal, considerando las modalidades y supuestos de cada uno, teniendo como referente la credibilidad en la\u00a0 palabra de la v\u00edctima y no minimizar los hechos y\u00a0 menos a\u00fan, las valoraciones de los riesgos de peligro de las mismas.<\/h4>

\u00a0<\/p>

QUINTO:<\/strong> Implementar un sistema inform\u00e1tico, en el cual se ingresen los datos de identificaci\u00f3n de las personas agraviadas, tanto de actas circunstanciadas como de carpetas de investigaci\u00f3n, el cual permita que los representantes sociales adscritos al Centro de Justicia para Mujeres del Estado de Hidalgo, puedan monitorear e identificar de manera pronta y oportuna a las usurarias v\u00edctimas de violencia, con la finalidad de determinar los antecedentes de cada asunto en particular y en su caso decretar la acumulaci\u00f3n en los asuntos que as\u00ed proceda.<\/h4>

\u00a0<\/p>

En el caso de la Coordinadora General del Centro de Justicia para Mujeres,<\/strong> se le recomienda:<\/h4>

\u00a0<\/p>

PRIMERO. –<\/strong> Iniciar el Procedimientos de Responsabilidad Administrativa y carpetas de investigaci\u00f3n correspondientes con los argumentos y pruebas que sirvieron a esta Comisi\u00f3n como medios de convicci\u00f3n para la emisi\u00f3n de la presente Recomendaci\u00f3n en contra de las asesoras jur\u00eddicas por la violaci\u00f3n a los derechos humanos de la v\u00edctima.<\/h4>

\u00a0<\/p>

SEGUNDO: <\/strong>Implementar las acciones necesarias a fin de que las asesoras jur\u00eddicas adscritas al Centro de Justicia para Mujeres, asesoren e intervengan diligentemente en el procedimiento penal en representaci\u00f3n de la v\u00edctima u ofendido, para que las Medidas de Protecci\u00f3n decretadas sean las id\u00f3neas en cada caso y verifiquen que la notificaci\u00f3n de las mismas se realice a la brevedad a las autoridades encargadas de su ejecuci\u00f3n y al agresor, debiendo levantar la evidencia documental respectiva.<\/h4>

\u00a0<\/strong><\/p>

TERCERO:<\/strong> Implementar un padr\u00f3n de usuarias, que permita tanto al personal del Centro de Justicia para Mujeres como a los Agentes del Ministerio P\u00fablico identificar de manera pronta a las usuarias, agresores, hechos denunciados, medidas de protecci\u00f3n impuestas, para en su caso agilizar la judicializaci\u00f3n de las carpetas de investigaci\u00f3n y con ello la posibilidad de solicitar medidas cautelares m\u00e1s eficaces que protejan los derechos y libertades de las mujeres v\u00edctimas de violencia y con ello evitar las omisiones y acciones motivo de la presente Recomendaci\u00f3n.<\/h4>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"
