Ante los medios de comunicaci\u00f3n, el Presidente de la Comisi\u00f3n de Derechos Humanos del Estado de Hidalgo (CDHEH), Alejandro Habib Nicol\u00e1s, inform\u00f3 que este organismo emiti\u00f3 la Recomendaci\u00f3n R-VG-002-19 <\/strong>dirigida al Secretario de Educaci\u00f3n P\u00fablica de Hidalgo, Atilano Rodr\u00edguez P\u00e9rez.<\/h4>

\u00a0<\/p>

Derivado de la queja CDHEH-VG-1463-18 que interpuso la madre de un menor quien falleci\u00f3 por asfixia por inmersi\u00f3n, a los once a\u00f1os de edad siendo estudiante de la Escuela Primaria \u201cBenito Torres Oropeza\u201d turno vespertino de la Colonia Cubitos de Pachuca, luego de que acudi\u00f3 en representaci\u00f3n del estado de Hidalgo con apoyo de la SEPH para participar en la competencia de juegos deportivos y escolares de la Educaci\u00f3n B\u00e1sica del CODEBRA en Bah\u00eda de Banderas estado de Nayarit, competencia en la que participar\u00eda en la prueba de Atletismo de 150 metros.<\/h4>

\u00a0<\/p>

El ombudsperson hidalguense explic\u00f3 que habi\u00e9ndose acreditado plenamente la violaci\u00f3n a los derechos humanos del menor, ante la falta del deber de cuidado de las autoridades recomendadas, esta Comisi\u00f3n emite la Recomendaci\u00f3n R-VG-002-19 <\/strong>la cual considera los siguientes puntos resolutorios:<\/h4>

\u00a0<\/p>

PRIMERO. Dar cumplimiento a la reparaci\u00f3n integral del da\u00f1o a la o a las v\u00edctimas indirectas, por la violaci\u00f3n a los derechos humanos que sufri\u00f3 la v\u00edctima, con base y de acuerdo a los est\u00e1ndares nacionales e internacionales aplicables, considerando que esta resoluci\u00f3n constituye un elemento de las reparaciones a las que tiene derecho.<\/h4>

\u00a0<\/p>

SEGUNDO. Girar instrucciones a quien corresponda, para que se d\u00e9 inicio a los procedimientos de responsabilidad administrativa en contra de las Profesoras de Educaci\u00f3n F\u00edsica y el Supervisor de Educaci\u00f3n F\u00edsica de la Secretar\u00eda de Educaci\u00f3n P\u00fablica, respectivamente; a fin de que les sea impuesta la sanci\u00f3n a la que se hagan acreedores.<\/h4>

\u00a0<\/p>

TERCERO. No obstante, lo previsto en el punto primero de la Recomendaci\u00f3n agilizar y asegurar a trav\u00e9s de la Coordinaci\u00f3n de Atenci\u00f3n a Siniestros de la Secretar\u00eda de Educaci\u00f3n P\u00fablica se haga efectivo el pago del seguro escolar a favor de la quejosa por el fallecimiento de su hijo.<\/h4>

CUARTO. Dotar a las Delegaciones de Atletas de la Secretar\u00eda de Educaci\u00f3n P\u00fablica del Estado que acudan a representar a nuestra Entidad, de personal suficiente para participar en eventos deportivos, en especial trat\u00e1ndose de menores de edad, a fin de garantizar la protecci\u00f3n a su integridad f\u00edsica, lo anterior para prevenir hechos como los que dieron origen a la presente queja.<\/h4>

\u00a0<\/p>

\u00a0QUINTO. Elaborar Protocolos espec\u00edficos que contengan las medidas que debe tomar el personal docente en los casos en los que alumnos de educaci\u00f3n b\u00e1sica acudan a participar en actividades escolares, acad\u00e9micas, culturales o de cualquier otra \u00edndole al exterior de su Plantel Educativo.<\/h4>

\u00a0<\/p>

SEXTO. Capacitar al personal de la Secretar\u00eda de Educaci\u00f3n P\u00fablica en espec\u00edfico a la Direcci\u00f3n de Educaci\u00f3n F\u00edsica en temas relativos al respecto y protecci\u00f3n de los derechos humanos.<\/h4>
